I have the honour to enclose a report from Dr. Milles,

Acting Surgeon to H. M. Gaol here, in regard to the condition

of Charles Bithrey a prisoner under sentence of two years' imprisonment from 16th. September last.

As there is no Lunatic Asylum here and no means of

caring for an insane person in the Gaol, I propose to remove

this prisoner to Hong Kong under section 79 of the Order in Council, or 9th. March 1865, but before doing so I think that I should

communicate the facts of the case to you for the information of

His Excellency the Governor."
